A manual of the Transitive Groups Library is given as section 37.6 of the GAP 3 manual.

GAP 4 Data Library Transitive Permutation Groups

In GAP 4 the library has been extended. Release 3 of GAP 4 contains the transitive permutation groups of degree up to 30.
